When I plug in my external monitor it does not turn on until I restart my computer with the cord plugged in. I know it is not an issue with the monitor because I can plug in my wife's computer without any issues. Also, when I unplug my monitor before restarting the computer, my MBP screen flashes blue as if it did actually recognize something was there.

Any ideas?
 
Try hitting Command-F1 after you plug in the monitor. That switches between the display modes (extended vs mirrored), but might also force it to detect the monitor. There's also a button in System Preferences -> Displays that says Detect Displays, which might be of use.

Of course, it could also be faulty in some way. If this is a brand new machine, or even one within warranty, I'd slip into an Apple Store sometime and ask them to take a look.
