Would be great if you could get a data plan for it.

What about tethering to an iPhone's Hot Spot feature?

Obviously it will get JB'd to allow people to do this but for people like my parents, they'd want tethering from Rogers/Fido etc.

There will be LTE versions, just not on Nov 2nd. As for tethering, a jailbreak is not required to tether. I'll be tethering my Mini to my iPhone 5 every chance I get.
