Misleading eBay Auction - What Are My Options?

Report him to ebay!! you have proof that's he's repeatedly misrepresenting what he's selling.
as for reporting him to Apple, the guy was pulling a consumer fraud but you don't know he was selling pirated software so reporting him to Apple is prob a waste of time

Report the guy. And get your $15 dollars back. If you don't then you are allowing that person to swindle more people. Think of how many more people could lose hundreds of dollars because of this guy, some whom may have saved up for and dreamed about this program. And it would most definitely be your fault for action could have been taken to stop a cheat. Furthermore it would be morally reprehensible to not stop a criminal if you can. I might add don't just alert apple alert the FBI as well.
Get that $15 bucks back dude!! Don't let him keep it!!! You wouldn't have backed out of the auction, if he wasn't a fraud, and trying to rip people off!!!!!!
