Since phone, FaceTime, messages etc use contacts there is a dedicated app. Since it is especially used in phone, there is an alternative way to access it. Removing the contacts app doesn't make sense in my opinion for those reasons. It's just meant to be a convenience. It wouldn't make sense to use the phone app exclusively to access contacts used by most every app, right?
