I am missing the com.apple.internetconfig.plist from a fresh install of snow leopard 10.6.3? how I get it back

Did some search on the net.

It should be in the user Library / Preferences :

~/Library/Preferences/com.apple.internetconfig.plist

For your info I don't have one either (Snow Leopard 10.6.8) :
