Missing Downloads

In Sl, Lion and now Mt Lion, my Downloads when accessed from the Dock always show less downloads than exist.

When opening Downloads via Finder a larger number are always shown.

Surely when using Downloads from the Dock I should see all downloads, in the same way I see all documents when opening Documents from the dock.
