I use Mail in Mojave 10.14.6 iMac 19,2 with POP3/SMTP and keep all emails locally. I have noticed in recent months that I have a number of sent emails missing from Mail. I found them on a time machine back up from several months earlier by restoring it to a new volume. I am not sure how many but there were half a dozen emails missing from the days around that time. I have tried reindexing the mac and rebuilding the envelope index several times but it didn't make any difference.

I also noticed that the most recently imported albums in iTunes have disappeared (imported mp3 and wav, not ripped from CD). I have looked in the iTunes Media folder and the files are not there. This has happened a couple of times.

Another recent issue with iTunes is that now I am unable to import a CD, I get the error:
'Error occurred while converting the file "xxxxxxx". An unknown error occurred (-54).' and I tried to consolidate the library but it didn't fix it, although I started another thread about this and have a few things to try. I created another user account in Mojave and am able to import the CDs on there, then manually move the files over to Automatically Add to Library on the external iTunes library drive. However, when I start up iTunes, I end up with multiple copies of each track (e.g.10) and there is no Artist/Album folder in iTunes media, but looking at song info the files are all in .trashes folder on the iTunes Drive. I clearly need to rebuild iTunes or wipe the Mac and reimport the library. Is it better in the short term to try to fix the file locations? I have dragged copies of the albums into the correct album folders but obviously iTunes won't recognise them until I manually edit the file location for each track. Worst case I can delete all these recent CD imports and reimport them from the iTunes library on the other user account when i have my main account fixed.

Mojave was reinstalled I think 12 months ago.

Can I fix the issue by using the 2nd user account and manually transferring all the files over? And then deleting the 1st user account? Or should I just wipe Mojave completely?

Would you be willing and able to upgrade to Big Sur?
I would be more likely to upgrade to Catalina than Big Sur as Catalina is less likely to be buggy. However, I was keeping Mojave for 32 bit app support, mainly because of my scanner. Mojave wasn't doing this before (that I noticed). I believe it is likely related to corrupt user ID data.

Edit: If I am likely needing the wipe the machine anyway, is there a pressing reason why I wouldn't just put Mojave back on there? Ignoring the 32 bit issue for a moment, are the other 2 OSes superior? I prefer the look of Catalina and the automatic night and day function but that's it really, I think it might be a fraction slower. Big Sur seems faster and looks pretty for the most part but is it too early to use it as a daily driver?
