If this iPad is released after the iPhone 18, then the A19 will no longer be the latest chip, and the Neo will be a few months away from being updated again with the A19 Pro.
You don't know when the Neo is next getting updated though. It's a new base laptop from Apple. For all we know it could have A18 Pro for three years. Speed wise they would easily get away with doing that. If Apple is one thing they are unpredictable. We cannot extrapolate out iPhone for a device like Neo with no history.

I'm quite sure it will get spec bumps regularly to keep up with the rest of the lineup, and the next one will have the A19 Pro with 12GB RAM. It's a smart move to use leftover chips from Pro iPhones after Apple discontinues them.

Considering the 10th gen base iPad was sold for 2.5 years before being updated to the 11th gen I'm not at all surprised that this hasn't been updated yet, especially considering another 2 generation (or more) chip jump is likely. I can easily see the refresh of the base iPad waiting until spring 2027.
I bet it’ll be in October to get it on Apple Intelligence after WWDC hypes it up

I don’t know about that. AirPods, for example, were introduced in the “Tim era” and they’re one of the best Apple products I’ve ever used, and they’re everywhere out in the real world. The Mac M-series processors are also well into the “Tim era” and have massively improved the way we use our Macs. And during the “Tim era” the iPhone has absolutely exploded and now commands a full 20% of the world market. That means one in five smartphones on earth is an iPhone. None of those seem “meh” to me.
I didn't say everything was less exciting under Tim. There are indeed some awesome standouts as you mentioned. What I meant is that nowadays, at Apple events and press releases, there are usually more meh annoucements than wow annoucements, as has been the case these last few days for example. Everything that has been announced was pretty much expected, there were several incremental updates, some didn't show up (iPad, Apple TV, HomePod), and some were downright disappointing to many of us (monitors). No "One last thing" surprises anymore.
I guess the Steve era was an exceptional period spearheaded by a genius and visionary communicator that transformed Apple. Now that Apple has become a more stable, mature company, things become naturally more subdued and I can understand that, although I think Apple doesn't take enough risks anymore and just takes its customers for granted. Selling a 12-year old 60 Hz panel for $1,500 and making your fans feel they've waited for nothing… that wouldn't have happened under Steve. This product would have been discontinued and either replaced with an impressive one that surpasses the competition, or not replaced if Steve felt Apple had no competitive advantage. In other words, we've gone from the "wow or bust" era to the cash cow era.
I have nothing against Tim personally. He's nice, he's been a good manager, and at least he didn't ruin Steve's legacy. But he's no Steve and it shows.

Nobody is, unfortunately. I would love to see what he’d do, tbh Apple has at this point blown up into such a massive global force, where it was pretty much always an underdog during his life. It’s almost like a whole different version of the company. I wish he’d come back A Christmas Carol style and rattle some chains at the people who designed Tahoe, though!
