Missing iPad Apps

Does anyone know why Passbook and Compass are missing from the iPad (iPad Mini)?

Is this just a beta thing or will they be left out for whatever reason when the GM is released?

Is this just a beta thing or will they be left out for whatever reason when the GM is released?

Apple didn't choose to put them, or calculator, weather or stocks on the iPad.

Aside from Passbook I don't see the need for any of them to be in iOS. Cut them and let us download one of the dozens of apps off the App Store if we need something like that.

They have never been on the iPad, including stocks, weather, and up until iOS 6 Clock.
