Missing main "tools" toolbar in CS3

So I just installed illustrator CS3 but when I open illustrator I am missing the main "tools" toolbar. The main toolbar with the pen points, drawing, lasso, all the main stuff that you are doing in CS3 is missing!
I looked through the "window' tab and everything and I just can't get it to show up.
Can anyone help?

I have this problem in Photoshop CS3 from time to time.. try mousing over or clicking where you think the panel should be and it might pop up.

Click 'reset to defaults'? I can't remember exactly where that option is, but its somewhere...

it's weird,
I restarted it and it came back...
then today when I opened it it was missing again!
I can't find a "reset to defaults" option anywhere.
I've been searching for it...very strange
