Missing 'Nearby' in proactive search

hey guys,

here's my problem: for some strange reason I don't get the nearby section in iOS 9 PB2. Siri suggestions and news show up without any errors but no matter how often I reboot my iPhone 6, nearby won't show up. has anyone got suggestions on how to make it show up?

Try checking to see if you have maps turned on in Settings > General > Spotlight Search.

Also check if you have location services on in Privacy.

yea tried that, also toggled these settings on/off and did a couple of reboots, no luck
