Missing Optimize Storage in Settings for Music

Does iCloud Music Library have to be turned on to see this? I have not turned this on because it messed up my entire library the last time I tried.

Yes, it only appears with iCloud Music Library turned on.

I turned it on so I can get all of the features I am paying for and it's still a disaster. I completely obliterated my library. I wish there was a way to use all of Apple Music's features without it messing with my personal library.
