Missing "Voice Control" in New iPhone 4??

So I was pretty interested to try Voice Control since my 3G didn't have it...and it's totally NOT on my phone. I feel stupid. Am I missing it somehow? I thought it was one of the apps that comes preloaded??

It's not an app with an icon, it's built into the OS.

Hold down the Home button until voice control appears and the beep sounds. 🙂
