I got mine working. Updated with ipcc file. Then called att to get them to enable the MMS setting. And it works like a charm, with visual voicemail. :)

AT&T's response to my tethering question

Thank you for taking the time to e-mail AT&T regarding tethering your
iPhone. My name is #####, and I am happy to help you with your
inquiry.

After reviewing the information, tethering is not an option with any
version of the iPhone because it has not been formatted for such usage.

The $30 unlimited internet plan that you have is for internet on just
the device itself. Our tethering plans for our other devices are $60.00
per month for unlimited data usage on the device and up to 5GB of
tethering for desktop or laptop usage. I apologize for the inconvenience
of this issue. Tethering may become a feature on the iPhone at a later
date, but the plan would most likely be $60.00 like our other plans.

#####, I hope this information resolves your concerns. For any
others, please email us from your online account or call us at
1-800-331-0500 or 611 from your wireless device.

We at AT&T appreciate your business and value you as a customer.

Sincerely,

#####
