I have an iPad Air 2 and an iMac using SMS forwarding via my iPhone 6.

I can send/receive standard text messages and MMS messages from my iMac to my non-iPhone buddies without issue.

On my iPad, attempting to send a picture results in a "Cannot Send Message - MMS Messaging needs to be enabled to send this message" error. Note that I can *receive* MMS messages to my iPad.

There is no toggle anywhere on a wifi-only iPad to enable this.

Was this something overlooked with the Continuity features in iOS8/Yosemite?

I'm convinced it is only because it works flawlessly from my iMac, and the message I'm receiving is simply a leftover dialogue from the iPad sharing an OS with the iPhone.

So...am I missing something, or is this a bug?

Sounds like a bug. The new Continuity features are brittle (instant hotspot apparently depends on the phase of the moon for me) and fail in weird ways.

Have you tried removing text message forwarding from the iPad and then re-adding it? Its under settings > messages.
