MMS problem

Very often I can't send MMS. Its only going out after hard reset. Its really frustrating. How to resolve this? Is it only solution to wait for beta 3?

I've read lately,that this issue can be caused also by low power battery mode on iOS9.
It's a little bit strange especially after setup my iPhone as a new one.
I hope this issue will be resolved on tuesday when new beta arrives
