Yes, it is called "Messages"

Yes, just use the same "Messages" app you use for text messaging. Click the camera button on the left of the text entry box to attach media. If the camera button is not there, enable it in settings > messages. I believe you need to be running 3.x or higher for MMS.

Yes we have an unltd text plan but looking to get rid of it if I can find an app that could replace it.

You can try TextFree too, from the App Store.
