Apple stated at the keynote that "Safari on the iPad is a full browser"

If this is the case, why do servers detect in the User Agent field, as a Mobile browser (which often directs you to a mobile version of the site your visiting).

Therefore, its not full Safari, otherwise it wouldn't do this, and behave exactly as the Mac version does
 
It's up to the web site developer as to what content to offer different browser agents strings. It's not up to Apple. Apple is just stating that they offer the same functionality of a desktop browser should a web site choose to utilize it.
 
Many web sites have a link that allows you to choose either a mobile or desktop version of their site.
