On day one of Mojave, I wiped my hard drive, did a fresh install (not an upgrade). I signed into the App Store, downloaded my commonly used apps, everything was working fine. Within a couple of days, went back to the App Store, and I"m signed out. So I try to sign back in, but it won't. It doesn't give any error, doesn't say I'm entering the wrong password or anything, I just enter my credentials, and the sign in box goes away. I also can't download free apps, the moment I click download, I get an error saying "We could not complete your purchase", and below that, just says "canceled".

Fast foward a few days, I get tired of this, so I do ANOTHER wipe, full fresh reinstall of Mojave. And the entire paragraph above repeats. I get signed in, download apps, but a few days later, I'm back to not able to sign in, can't download anything, free or pay apps. Any idea what I should try? Or am I stick waiting for Apple to release an update? The thing that makes me a little nervous, is I can't seem to find anyone else with this problem (yet).
 
An update... I tried signing in with a different Apple ID, and got the same behavior. I also tried a different wireless network, just to rule out a network issue, and that didn't help either.
 
I had a bit of a similar issue, except I could never completely sign in to the App store (I was "partially" signed in -- my avatar and gift card balance showed). Couldn't download updates or new apps.

Upgraded to 10.14.1 (thru the recovery console, re-installing Mojave) and it fixed my problem. So if you haven't tried that, worth a shot...
