MOJAVE MAIL Preferences missing Tabs

I switched over to Mojave and if I click MAIL > Preferences it shows only the Signature tab box. Please advise!

is the toolbar visible, but empty? or is there no toolbar? a screenshot would help. and have you rebooted?

It is interesting that one cannot get/access the preference menu if one hasn't already set up an email account!

it's logical; if there's no account, there's nothing to set up preferences for...

Logical...well, not sure about that...in that case, it would be account preference instead of mail (the app) preference.

seems logical to me (no account set up means no preferences to invoke, altho, yes, there are global settings along with email address/account-specific ones).

logical or not, it is the way it is...

Happened to me twice.
Had to delete the .plist in Apple Mail (system)
Delete all my email accounts and re- add each one again.

Never happened this before.
