Guys - often when coming out of standby, I get a screen which is completely blank and then 30 seconds later, I get the 2nd image with a green tint later. Powering on/off the monitor or removing and reinserting the hdmi cable fixes it

Baring changing to an Apple monitor, any other solution?

Not sure if you have tried but I would try a different hdmi cable to rule out a faulty cable.
 
Seems like a typical HDMI HDCP handshake issue, that static noise screen, a lasting solution would be switching to DisplayPort. You can google for HDCP handshake issue Mac, perhaps there are solutions...
 
My older monitor doesn't have display port. only HDMI, DVI and standard VGA. Should I attempt HDMI to DVI cable?
 
Anything hdmi with an M1 machine is a crapshoot. The display dongles supplied with our M1 MBPs may or may not have handshake issues with the hdmi projectors on campus. Some will work fine and then after a software or firmware update the handshake issue shows up. I have a 10 in 1 usbc hub from MOKiN that has played nice with my machine and the projectors for two years now.

My recommendation would be to use a usbc to dvi cable or dongle if you really want the issues to go away. This week I’ve been giving my M1 mini a go on a direct hdmi connection and so far so good. When I first set it up over the winter I had some issues using the hdmi port. Time will tell.

I really don’t understand how Apple can’t get an hdmi connection to function properly.
 
I have a Mini M2. Instead of a hub, I may just invest in a new monitor. I used a 23 inch right now so relatively cheap. Does Apple make anything that small? I don't have much real estate on my table
 
I had other monitor blackout issues on M2 - upon a recommendation elsewhere, went from HDMI > HDMI to USB-C > HDMI this week, and this seems to have resolved issue. Might be case for you too?

As noted elsewhere in thread, no idea why Apple seemingly can't figure out how HDMI works on their devices. Previous clamshelling with 2017 Air (Monterey) via Thunderbolt > HDMI dongle then HDMI > HDMI worked without issue....
 
When my mini M2 had this issue last week I figured it was something to do with the HDMI. This didn’t happen on my 2014 mini running Ventura with the same HP monitor so I decided to swap out the HDMI cable for an HDMI to thunderbolt 3 cable to see if that helps. So far it’s working fine.

I got the issue once last week randomly upon wake and I needed to force reboot the machine to get the snow to disappear.

I'd look for a 24" display. Maybe even 4k if you can find one.
27" 4k would be best. Maybe it's time for a larger table.

On my 2018 Mini, I was getting glitches using HDMI-HDMI.
I switched to HDMI (Mini) to DVI (display), and that took care of things.
