Wondering if anyone can help

I have a maxed out Mac Studio Ultra M1, I have 2 monitors. A 38inch LG 38WN95C-W, a 27inch NEC PA271W.
Im on MacOS Ventura 13.5.1

My problem is I have major monitor stuttering on my (side) NEC PA271W and same thing trying a Dell 4k, but its fine on my main
LG 38WN95C-W 38

For example if I’m watching YouTube or any other video related thing like Netflix or prime on the side monitors it stutters, the weirder thing is if I move my mouse it stops stuttering.

Ive tried “better display” changing cables, tried changing the Hz. But nothing seems to work.

Any help would be appreciated

How are the two monitors connected?
The LG is usb c to usb c and the other connections are usb c to display port. I have tried all sorts of cables. But yea when I move my mouse it works smoothly.

This is a known issue, likely some power saving feature.

You need to go to  ➡︎ System Settings ➡︎ Desktop & Dock ➡︎ Mission Control ➡︎ Enable "Displays have separate Spaces".
