When I boot the mini with my Dell 2007WPF monitor connected it doesn't show any video, just a dialog box that says
"Out of range signal, cannot display this video mode, change computer display input to 1680x1050"
(which it's already set at).

But then if I unplug the monitor and plug it back in after the mini's booted, it works fine.

I've used this same monitor with my MBP through a TB hub for years with no issues.

I've already reset the NVRAM and SMC.

Any suggestions?

What inputs do you have on the back of the display?
Anything other than DVI ?

On the display's internal settings, what do you have the input set to?
 
VGA, S-Video, Composite, but I don't have an HDMI converter cable for those.

1680x1050.

There are quite a lot of posts here about problems using HDMI to DVI adapters on the 2018 Mini. From what I have seen, very few people have gotten this to work properly. Evidently, there is some problem with the specs of the Mini HDMI port, it doesn't provide high enough voltage to work with a converter. Some people have reported that a USB-C to DVI adapter works however.

I’d seen the posts about the issues with the M1 mini’s, didn’t realize this was wide spread with the 2018’s as well.
 
What type of HDMI to DVI connector are you using (manufacturer)? I use the Apple one and it works without issue, although my adapter is connected to an eGPU vs. the actual mini.
 
I’ll have to check.

The other thing that occurs to me as that if it’s an issue with the port not providing enough power (which seems to be the consensus on the thread listed above) shouldn’t it work via my powered TB hub?
