Just downloaded Monterey and the built-in Maps takes several seconds to load, especially zeroing in on an area. Is this data going to be stored slowly on my system, especially my area to avoid the long delays in viewing the requested map area info?

I find it hard to believe no one else is complaining about Maps and this problem. My macOS is up today. Didn't have this problem with the previous macOS system.

It is most definitely a problem with the update. Before monterey it worked flawlessly.
I think Apple needs to push a fix for that.

It is unacceptable. For the time being i am using Maps on the browser.

Maps on the browser (I assume you mean Safari) seems to load at the same speed as Maps in the tool bar.
 
I have the same issue. Apple Maps on macOS Monterey (any released version) when in Satellite and/or 3D view, is slower than molasses. It was not with previous macOS, is not on my iPhone 12 with iOS 15.x, and my ISP provides ~480 Mbps download speed, and I have an iMac 2020 with maxed-out CPU and RAM.
 
I am unable to use Apple Maps on my 2018 mac mini. It is simply too slow making it unusable. Everytime I move the map, it takes about 20 seconds to redraw. I'm using Google Maps. I did a clean Mojave install and upgraded to Monterey.
 
I've been having trouble here with the Maps slowdown for the past few weeks. I've noticed it on extreme zooms and also on extreme wide views. I have a 200mbps connection. I use Maps regularly for property evaluation so this is not helping me.

12.3 fixed it for me.
 
I didn't know there was a 12.3 update so thanks for mentioning it. I did the update this morning and Maps does indeed seem to be working faster. I don't get the zoom/shrink 60 second pauses. Its a little choppy, not as good as it was under earlier MacOS but still much improved.

But now I'm experiencing a typing delay as I write this post. The response is slow and sometimes it takes a few seconds for the text on screen to catch up to my typing. Its not the forum software, it must be Safari. I have another browser window open on Wikipedia and the slowdown shows up there as I type in the search box.
 
I just downloaded Monterey 3.0 and don't see any difference in Maps verses Monterey 2.x. which speeded up Map redraws greatly. The first Monterey updated made Map almost unusable.
 
The typing delay hasn't popped up since the night I did the 12.3 update. The Maps slowdown is still gone, but a new problem has shown up: Maps sometimes forgets to respond to pinch/zoom.

I can open a Maps session and have no trouble manipulating the map. Expand, zoom, rotate, all work fine. Until it doesn't. I can't zoom or rotate, but I can still move the map around using two fingers. Scroll up/down/left/right works, but I can't do any of the other gestures. Quitting Maps and reopening doesn't bring back the full gesture complement either. The only thing that works is if I switch from satellite to explore, or vice-versa, a couple of times. Then suddenly all the gestures work again.
 
Ok, the Maps delay got extremely bad today. I'm on Monterey 12.4 and its gotten to the point where I go play a game while I let the map load. I've given up on dragging the map while its in Satellite mode, and Explore isn't much better.
