I will check again but for my iBook 12", 1.33Ghz there is no "tap to click" in the Preferences.
I guess because it is not a Touchpad like the Powerbook ones.

The 12“ 1.33GHz has the same USB based trackpad as PowerBook 5.6–5.9.

Prefs–>touchpad–>gesture–>click

Actual names may vary bit, my system is set to German.
