macOS Most consistent way of referring to iTunes playlists in Applescripts

I have heard about persistent ID being far from 'persistent' because the rounding of the 64bit integer.
However, as I can see from the iTunes sdef there are 2 more different ways to reference an iTunes playlist. Index and ID.
Which one is the most consistent?
