most of my icloud notes are gone

Hi, weird problem. From 480 notes on Icloud I can see suddenly only 70 on all my devices.
No way I deleted 400 notes accidentally. I have a backup 2 weeks old and restored to an older iphone.
All my notes reappeared. But after 5 minutes, as ICloud worked on wifi again most of the notes disappeared.
Is there an issue with ICloud????
