Mountain Lion disabled scrolling?

I don't know quite when this happened, but I have just noticed that scrolling has stopped working. All the other gestures seem to work, just no scrolling.
I googles this and other people have this issue.
Does anyone else have this problem?

for what it's worth, scrolling on lion upwards is inverted from what it was before (and on most other systems like windos).

they call it 'natural scroll', and that can be disabled.
