Hello,

Perhaps every other day or so, my mouse totally
freezes. Have to re-start my mac desktop. A real pain.

Any thoughts as to why my mouse would freeze up ?

Common problem for desktops ? Mine is several years old.
Mouse is relatively new.

try a wired USB mouse if possible to double check;
my mouse will freeze if my 2017 iMac is using lots of memory (ie. from Firefox,) or if I just it from Sleep Mode
 
I've had mixed success with Bluetooth mice over the years, but generally find Logitech's wireless mice (which, unfortunately, require a USB-A dongle but whatever) to have rock solid connections. My current favorite is the G305, which is very light with incredibly smooth tracking. Paid like $45 for mine, but the price is now down to like $30 or less.

Sure, a wired mouse will obviously never have connection problems, but you'll also always have a cord on your desk. Good fallback device, IMO, but it's not the only way.

so my mom's "old" 2017 iMac will not work 'cause the perfectly-fine USB-C mouse needs the latest macOS, but the iMac is stuck using Ventura?
You're not missing much. IMO the Magic Mouse is ungodly heavy, very awkward in the hand, and doesn't track particularly smoothly. The only thing it's got going for it is smooth scrolling, which you can get a pretty good simulation of with Mos. I've gotten a couple of them with iMacs, and inevitably they just sit in a drawer unused until it's time to sell the machine.
