Mouse operations are dead on Log in Screen

Hey folks
I noticed this recently on the new OS, when ever the log in page appears after the reboot. the mouse doesn't work. I used apple mouse as well as other third part blue tooth mouse both doesn't seem to work, Any one have the same issue.
 
I have some delay on the FileVault (gray) login screen, but, after I click on the mouse a couple of times, it fires up after a few seconds.
