Mouse rollover not working?

When I click on the menu at the top (the bar), it won't roll over to the next one as it should, the original menu stays open.

When I roll the cursor over the dock, no names come up (for the programs), what's going on? My Mac seems a little slow too, 1GB RAM, MacBook (Black), Core Duo..

Do you have any system hacks or modifications? Can you use the arrow keys to navigate around the Menu Bar? Is this in all apps?

Could create a new user and see if the problem follows... if it does then the problem may well be the system if not then it's likely something he did or changed or installed that caused it.
