When using my mouse wheel, if I move real slowly, then it scrolls slow. But if I even move a bit faster, it scrolls extremely fast! For instance, I could go down 4 pages with just a somewhat slight movement. The increase in speed is definitely not a uniform speed.

Any ideas as to why it is doing this? At least, in Safari. I have already set my scrolling speed to the lowest possible setting (far left) but it is still super fast.

If it's a third party mouse like mine, you may have a separate control panel for it under Other in System Preferences along with the standard Keyboard & Mouse control panel. Both seem to have an effect on my mouse.
 
I discovered that Logitech mice normally have this behavior on the Mac. Also, when moving the cursor around, it moves in a strange way - it really strains my wrist when compared to using the Mac mouse, since the Logitech mouse seems to be much less accurate. I read reviews talking about this problem, as well.

Are there any solutions?
 
how do you uninstall?

well its either slow scrolling or no mouse buttons - crappy choices.
