Move from Single iTunes account to Family Sharing

I have spent the last 12 hours trying to get this Family Sharing Working. I even managed to get my wife account banned for a year from Family Sharing. Called apple and will not fix this.

How do you go from a Single iTunes Account to family sharing? I have yet to find a combo of options that works.

Here is my setup maybe I am doing it wrong
Organizer is my old single iTunes account family purchases is set to same email
then I have my account and my wife family purchases is set to myacount and my wife. I tried with the other way and still did not work.

Is the family purchases supposed to be the old single iTunes?
