I want to move a few years of mail to an external drive and be able to search and read it without exporting it back into apple mail. Is this asking too much?
 
Although I've not used it personally, I think that "Mailsteward" can do this:

Might be worth checking out.
They may have a "lite" (free) version that can do what you need...
 
Keep in mind that all modern email client applications are actually databases. Which means you will need a tool to export all the messages into something that can be read and searched outside a database.

Maybe worth asking.....what problem are you trying to solve? Just want to archive Mail?

Have you tried simply exporting mailboxes/dragging them out of mail?

Alternatively, you can select groups of messages and do the same.
