I don't think the CIA would be asked to bodyguard a popstar, and then get paid cash in a brown envelope. I'd say they are freelance but still well connected to the CIA like you said.

It's probably like how Liam's character knew the Jeanne-Claud [sp] guy and got information from him, his friends got info from US based agents.
