if you upload a video off your iphone to facebook via the facebook app, doesnt it loose quality?

isnt it best to save the video to you computer then upload it?

It looks like it's still encoding. It takes a bit for the HD version (and also the HTML5 version, which I use) to encode. It'll show the low res version first.
