moving iCloud Photo Library to another computer

I turned on iCloud Photo Library on my MBPr 15". All uploaded and everything is working fine. I need to setup a new Mac with the same library. How do I move it over without it wanting to upload all 9000 photos again, and without it trying to download all 9000. If I move the library to an external and import, will Photos think they are all new?
