Moving photos to new computer

what is the best way to do this? Seems like there is still an Iphoto library in addition to the photos one. Move everything? Just the photos library?

Why not try to sync all your photos to iCloud, and sync those photos on your new computer?

I have over 100GB of photos and video and don't pay apple for space, so that's not going to be an option for me.
