To answer you question: "No." It seems the EU is pushing microsoft to open up some of it's interfaces. Over time they might even do this a little. If they do, what it means is that people will be able to do things like write import filters that read MS Word or Excel files or network programs that can interoperate with Windows and the people who write this software will have an easier time of it. But do not equate a press release to real action
