In Beta 1 if you try and drag an app from the home screen into split view or slide over it won’t let you drag the app. It immediately enters rearrange wiggle mode. You CAN drag from the dock while in an app already.

I hope this is just a bug and not intended behavior because only being able to launch a second app from the dock would be a real drag. (ok sorry!)
 
I can’t picture it exactly on iOS 12 - but when you’re at the home screen, and you drag an app, what exactly happens?

I can picture when you have an app open and then drag another app to do split view or slide over - but this seems mostly the same in iOS 13.
 
You sure you aren’t holding longer then you are supposed to? Start dragging as soon as you see the icon increase slightly in size.
 
Are you able to do it in iPadOS 13?

I don’t seem to be able to get this to work in 13. I can only get the drag from the dock to work. Anyone else?
 
I’ve filed a bug report about this, but curious if anyone else is seeing this as I am on my 11” Pro.
 
I'm unable to do what you are describing (so same issue / bug). But honestly I didn't realize this was even a thing on iOS 12. Just so I'm understanding - you could start from the home screen, grab two apps, and open them in split view?

In iOS 12 if you picked up and moved the first icon before you got to "wiggle mode", when you tapped the second it launched full screen, then you could drop the first one on top. Also in iOS 12 if you got to wiggle mode with one icon in hand when you tapped a second it started creating a "stack" of icons for you to move somewhere. The issue here is that in iOS 13 it seems only the second behavior is replicable, since when you pick up an icon on the home screen we go straight to wiggle mode.

It appears to be broken from spotlight search for me too! I’ve submitted a bug report

Not exactly... say you start in an app, want to open another app in split view and slide over, but that app isn’t in the dock. You can go Home, hold the app icon, and with other hand or finger launch the other app you were in, then with the original hand the app icon you were holding can be added to split view.

Also, the dragging of apps from spotlight being broken is in the actual release notes as a known issue.
