When I close all apps (by swiping them up in multitasking), some random default apps will appear after restarting my phone and entering multitasking. Mail, Safari, Music, and Settings. Is this normal behavior?

I'm not sure if this is specific to the phone, iOS, or maybe just my unit.

Using an iPhone 6S 128GB, iOS 9.1, AT&T.
 
Yeah, it's been like that since at least 9.0 it seems. The apps are generally not running (at least shouldn't be) after a reboot, just that they appear as part of recently used apps.
 
I think it is just a case of recently used apps having to display something until there are actually recently used apps.
