Is the multitasking for all apps working yet? I'm not seeing content up to date when I open the app for apps optimized for iOS 7.
 
It doesn't update all apps all the time.

App refreshes are triggered by various things, time of day you usually use the app, location, push notifications, etc.

I know Apple said multitasking for all apps, but in reality they have just tweaked how multitasking in iOS has worked since iOS 4.

It's better now, but it's not the multitasking you were expectin I'm afraid.
 
Well part of it is iOS learning how often and when you use apps, so give it a bit of time. Also background updates can be triggered by push notifications (which can be 'silent' now, used only to trigger an update), so it's also partly dependent on the app owners to put that system in place - so give them some time too.

Also, apps don't have to make use of this feature, so some won't.
