Why?

That's such a stupid thing to do. There's no need to remove apps from the multitasking bar. If an app is buried in the multitasking tray, just launch it from the home screen.

It's meant to be an easy way to switch between a few apps without having to manuallly manage what is open or not.
 
There is a reason to need to close an app "permanently"

Example:

MLB's AtBat application sometimes freezes up when watching a baseball game via MLB.tv. Restarting the app is the only fix. To do so I have to click the Home button to exit the app (because you can't use the tray to close the app you're currently in), then double-click the Home button to bring up the tray, then press & hold the app until it shakes, then 'x' it out.

It would be much quicker if there was some combination of buttons or gestures that signaled the phone to completely close the app. Such that re-entering would not bring up the saved state.

surely the current method would be better than the old way of doing a hard reset when it's locked up?
 
even though all the programs in the list aren't technically running, i find it very annoying to have to scroll through all the apps i may have opened throughout the day to get to one that actually utilizes the "multitasking".

there is no reason for something like settings to remain open
If you are jailbroken, there is an awesome app called "Remove Recents" that does exactly what you want. It only shows apps that are actively running in the background or that have a state currently saved.

Don't know how I'd live without it now, as my multitask bar is never longer than 2-3 pages now.
