Others have also reported the 403 error when trying to listen to Beats 1 Radio. In English, the error message is: "The operation could not be completed. An unknown error occurred (403)."
It appears this message is generated when accessing Beats 1 Radio outside the United States. I also received this error, and was able to resolve it by using a VPN to connect to a VPN server in the United States.
Note: I am located in a country that is officially supported by Apple Music. AFAIK, if the country is supported by Apple Music, Beats 1 Radio should also be supported. (Apple Music appears to work fine in my country, without using a VPN connection to the United States).
I suspect this is a launch day problem that should be quickly resolved. For now, if you can, use a VPN and connect to a VPN server in the United States.
Beats Radio 1 still does not work for me, either using iTunes 12.2 or iOS 8.4 (i.e., the latest releases that support Apple Music). The only way it works is to VPN to the USA.There was an outage recently (likely not even Apple related), but things should be back up already.

Two questions come to mind:
I'm sure Apple will get things straightened out eventually, but so far it's been a needlessly frustrating experience.
- It's always been the case that the country listed on your Apple ID is the one that determines your iTunes store, etc. Is that not what determines your country for Apple Music and Beats Radio 1?
- Apple Music is available in 100 countries, and so far I've assumed that Beats Radio 1 would be available in those same countries. I still think that's the case (it would be absurd and highly confusing to users if it were otherwise), and yet for me Apple Music works and Beats Radio 1 does not, even though 1) the country associated with my Apple ID and 2) the country in which I'm currently located (the two are not the same) are both supported by Apple Music.
