Music app playing songs not downloaded?

Ive got my music app cellular data turned off so it should only play downloaded songs right?

We'll every time I plug my phone into my vehicle USB or connect Bluetooth it will start playing a song that isn't downloaded. Just now after playing a song that is downloaded it started playing another one that isn't downloaded.

What's going on here?

Remove all downloaded song and download it again

It plays the downloaded songs fine. It just also plays all the songs in our iTunes account that aren't downloaded.

Without internet connection?!!!!!!
Maybe it's a bug you should delete downloaded songs there is not other way

Yes. Just with data connection. I've got data off for music app.

Update: This is obviously a common issue. It's got a huge thread on the Apple community board with no apparent resolution.

I still don't have one either, mine still does it
