Well all my apple music titles transferred but nothing was downloaded. I am now having to manually download, album by album, in order to be able to play my music while offline. Most of my music is my own from CD's and I did the transfer to the new phone using iCloud. Should I have done the transfer phone to phone instead? Would that have worked? My old phone has it all downloaded.

Is all your music showing up in the Music app but just not downloaded? If so, if you have a Mac or PC, open Music and create a smart playlist. Call it All Music. Set the rules for Time is greater than 0.
This will create a playlist with all your music. Once the playlist is showing on your phone, you can download that playlist and this should get all your music back on your phone.
