I keep going to Music > Preferences > Import Settings... and selecting "MP3 Encoder" under the "Import Using" selection instead of the default "AAC Encoder". However, the setting will not stick. It seems one sure-fire way to make it reset itself is using the "Add to Music as a spoken track" (text to speech) macOS service. As soon as I do that, if I try to convert that added track to mp3 using File > Convert, it says "Create AAC version" instead of "Create MP3 Version", and if I check back in Music > Preferences > Import Settings..., I discover that the setting has reverted back to the default.

Why is this happening, and how do I prevent it?

Can someone please test this to confirm this is an actual bug in the Music app and not just an anomaly with my Mac? Still having this issue.
