This has always been hit and miss in my experience. Why does the watch have to be on the charger ?

Apple seem to make it harder than it needs to be.

Mine is currently stuck syncing songs. Tried all sorts of stuff but no dice.
 
Music sync on watch is always slow regardless. I am not sure watchOS 6 will improve that but I doubt it. Apple clearly wants to force user to NOT use iTunes at some point. But we will see.

For now, try and see if watch can connect to the same wifi network as iPhone, as it might transfer files using faster wifi instead of slower bluetooth. My test in watchOS 4 shows with Wifi, 8GB of data can be transferred in an hour or 1.5 hours, whereas using BT, it can easily take 4 hours if not even longer.
 
I read somewhere a while back in these forums that when synching podcasts, it defaults to bluetooth. If you turn bluetooth off, then the transfer goes by wi-fi, which is much faster. Try that and see if it doesn't speed up the transfer.
 
Last time I put 10 apple losses albums on my watch, I just made sure the first couple of songs were ok and it was done in the morning. Over Bluetooth, as I rarely turn on WiFi on the watch itself.
