Your brother screwed your iPod? Restoring it should be the least of your worries. :D ;)

Plug the iPod Touch into your computer and select it from the left column in iTunes. Click where it says "Restore" and it will do the rest. When it asks if you'd like to restore as new or from a backup choose backup and select one that shows a date prior to your brother messing with it.

And FYI: You will lose everything put on it after the backup you restore.

Did you already have a passcode on it? It sounds like you did and your brother tried to guess it too many times.

Here's a link that describes an iDevice disabled due to incorrect passcode attempts, and it has a link on how to do a restore.

Or that your brother set a passcode and either doesn't remember it or hasn't told you what it is.
