My daughter lost her Iphone 4s, I have put a restriction on the account, so they can't run up the minutes. Does it make it more difficult for the phone to be re-activated by the finder if I leave it tied to the active phone line? And it may give me the opportunity to trace it sooner or later?
 
No, not really.

You should've either jailbroken the phone so you could've used iCaughtU Pro or you could've just tried to explore the Find My iPhone app.

I would certainly call up your phone carrier ASAP and let them know the phone was stolen. That way you're not responsible for any calls/texts/data that would be charged to your account once it was stolen.
 
It's worth noting that if they blacklisted the IMEI, I don't think there is anyway for the phone to let you know where it is located, unless of course it is connected to wifi.

Why on Earth don't you have "Find my iPhone" enabled?
